The Paramount Chief of the Sempe Traditional Area, Nii Adote Otintor II, has petitioned the Inspector General of Police (IGP) to investigate a violent demolition exercise at Akukor Photo, Freedom Village, which allegedly left several residents injured and properties destroyed.
The petition, dated February 16, 2026, accuses Assistant Superintendent of Police (ASP) Osafo Boakye and eighteen other officers from the Police Operations Headquarters of supervising “irate thugs” during a forced eviction on Friday, February 13.
Unauthorized Destruction
According to the Sempe Stool, the police arrived at the community under the guise of enforcing a Supreme Court judgment dated December 17, 2025, which granted a company called Alpha Beta possession of 12.9 acres of land.
The Stool alleges, however, that the exercise exceeded its legal mandate. Heavy machinery was reportedly used to raze residential and commercial buildings situated outside the disputed 12.9-acre boundary. Furthermore, the petition asserts that no demolition order was issued by the Supreme Court, nor was a permit obtained from the Ablekuma West Municipal Assembly, as required by the Local Governance Act, 2016 (Act 936).
Allegations of Assault
The document details a “rampage of destruction” where hired individuals, allegedly linked to Osamanpa Properties, physically assaulted lawful occupants.
“Some residents attempting to protect their properties became victims… reported being beaten with sticks, fists, and other improvised weapons, resulting in injuries ranging from bruises and lacerations,” the petition states.
The Stool claims that despite the clear commission of criminal offenses including unlawful entry and assault, the police team led by ASP Osafo Boakye failed to make any arrests, choosing instead to “willfully condone these excesses.”
Pending Judicial Review
The incident occurred while a motion for a Judicial Review of the land dispute is currently pending before the Supreme Court. The hearing for the review is scheduled for March 2026.
Nii Adote Otintor II, who is also the Mankralo of the Ga State, argues that all parties were required to exercise restraint until the final determination by the apex court.
Demands for Accountability
The Sempe Stool is now calling on the IGP to:
• Institute an impartial inquiry into the conduct of ASP Osafo Boakye and his team.
• Order the immediate arrest and prosecution of the “thugs” identified in the assault and destruction of property.
• Deploy neutral police personnel to the area to maintain order and prevent further unauthorized incursions.
The petition has been copied to the Director General of the CID, the Regional Police Commander, and the Municipal Chief Executive of Ablekuma West.
