Adam Mutawakilu, Managing Director of Ghana Water Limited (GWL), has asserted that the company has been making monthly payments of GHC1.3 million since 2018 to BNC under the impression that it was in support of a National Security agreement, rather than payments directed to Kwabena Adu-Boahene personally. This clarification comes amid ongoing investigations into alleged misappropriation of funds.
During an appearance on TV3’s Hot Issues with Keminni Amanor on Sunday, May 18, 2025, Mr. Mutawakilu stated that GWL had not entered into any contractual arrangement with the former Director-General of the National Signals Bureau, Adu-Boahene, but had instead engaged with Ghana’s National Security framework.
“Ghana Water Ltd has been paying GHC1.3 million every month since 2018 to BNC,” he confirmed. “We did not enter into any agreement with any individual (Kwabena Adu-Boahene), but with National Security,” he added.
His comments follow revelations from Attorney General Dr. Dominic Ayine, who indicated that funds intended for National Security were allegedly diverted into the private account of BNC Communications Bureau Limited, a company reportedly associated with Adu-Boahene.
Dr. Ayine previously noted that these payments were part of a broader investigation into alleged financial misconduct involving Adu-Boahene. He explained that rather than directing the payments to official government accounts, GWL was given private account details by Adu-Boahene.
Mutawakilu’s statements highlight the nature of the agreement, distancing GWL from any direct transactions with individuals and reinforcing the company’s belief that it was dealing with a legitimate state entity. He also mentioned during the interview that he has yet to review the agreement between Ghana Water Limited and National Security since taking on the role of Managing Director.
