Gov’t developing framework to legalise Okada business – DVLA

The Driver and Vehicle Licensing Authority (DVLA) has announced that the government is developing a comprehensive framework to legalise and regulate the commercial motorcycle transport sector, popularly known as Okada.

The move follows a protest by tricycle operators, commonly called Pragia in Kumasi last week, during which riders demanded formal recognition and proper regulation of their operations.

Kelvin Caternor, Deputy Director for Planning, Monitoring, and Evaluation at the DVLA, explained that the planned reforms aim to professionalise the sector and improve road safety.

He made the remarks at the Motor Riders Day Rally, organised by the National Christian Men’s Forum, an initiative of the Full Gospel Business Men’s Fellowship International in collaboration with 11 Christian men’s groups on Sunday, November 23, 2025.

The event sought to educate riders on the emerging regulatory regime.

According to Mr Caternor, commercial riders who seek licensing will be required to pass an oral test, a theory test, and an eye test to ensure they become responsible road users.

He added that a unique registration plate will be issued for each motorcycle to facilitate identification by law enforcement.

Additionally, helmets bearing unique identification numbers for both rider and passenger,will be mandatory.

“These measures are designed to professionalise Okada operations, enhance accountability, and protect riders’ livelihoods,” he noted.
